More Rigorous Action to Prevent the Spread of Covid-19 Infection – Revised May 14

More Rigorous Action to Prevent the Spread of Covid-19 Infection

In response to the spread of infection with the Novel Coronavirus (Covid-19), the Japanese government decided to extend the period of its state of emergency declaration to May 31. In response to this extension and in order to protect the health and safety of our students, staff, and concerned persons, we at Doshisha University decided leave in place the following measures even after May 12: 1) limitation of entry into the university campuses and 2) closure of university service counters (including the library). We hereby notify you of this decision.

Besides requesting our students to refrain from making non-essential visits to Doshisha University campuses during the period of our limitation of entry into them, we are providing information on items including conditions related to attendance suspension and requests as noted below through the university website, under the title “More Rigorous Action to Prevent the Spread of Covid-19 Infection.” There may possibly be a change in attendance suspension conditions etc., depending on the situation regarding infection in the future. We will make a notice of any such change on the university website, so please check it regularly.

We expect all of our students to take conscientious action as members of Doshisha University and to strive for more rigorous prevention of the spread of infection as members of society.

Information

1.Students subject to attendance suspension

Covid-19 has been designated as a "designated infectious disease" by Cabinet order. In accordance with Article 18, Paragraph 2 of the enforcement regulations of the School Health and Safety Act, it is therefore considered a Type 1 Infectious Disease as defined in the Act, and constitutes an infectious disease of the sort that must be prevented in schools.
For this reason, school attendance will be suspended in any cases falling in Category A, B, or C below.

A.Appearance of any of the symptoms noted below
Breathing (respiratory) difficulties, strong lethargy (listlessness), high temperature, or any other such strong symptoms
In the case of persons at high risk of developing a serious condition*1 and women who are pregnant: A comparatively mild fever, cough, or other symptoms of a cold or flu
In the case of other persons: Continuation of a comparatively mild fever, cough, or other symptoms of a cold or flu (for at least four days), or appearance of symptoms thought to be strong

B.Contact with an infected person
  • There was close contact with an infected person*1.

C.Lack of the passage of 14 days since returning or coming to Japan from another country
  • Fourteen days have not yet passed since the student returned or came to Japan from another country, regardless of the presence or absence of symptoms.

2.Conditions for cancellation of attendance suspension

  • In the case of students diagnosed as being infected with Covid-19
Cure of the student and recognition that the student presents no risk of infection by a Covid-19 referral & testing out-patient clinic, Covid-19 testing center operated by a local association of physicians (hereinafter referred to as "testing institutions"), or medical institution

  • In the case of attendance suspension as a preventive measure at the instruction of a Covid-19 examination & consultation center (*3), local clinic, etc. (hereinafter referred to as “consultation center etc.”) for students in Category A or Category B of Section 1 above.
Absence of symptoms and recognition that the student presents no risk of infection by a consultation center etc. , providing consultation services as outlined in Section 3 below.

  • In the case of a judgment by a consultation center etc. that there is no need for diagnosis at a testing institution
Absence of symptoms and passage of the standby period designated by the consultation center etc.

  • In the case of passage of 14 days after returning or coming to Japan from another country
Absence of symptoms and acquisition of university permission for attendance

3.Consultation at a consultation center

In the case of students in Category A (however, students in Category A-3 should definitely consult a consultation center etc. if the symptoms continue for at least four days; immediately consult a consultation center etc. if you think the symptoms are strong, because symptoms vary with the individual; this also applies to persons who must continue to take anti-fever medicine etc.) or Category B in Section 1 above: Please consult a consultation center etc. in the prefectural body in which you reside and follow its instructions.
Even if you fall in Category C in Section 1 above, the requests in Category A or B shall apply if you come to fall in Category A or B during the period of 14 days after you return or come to Japan from another country.

4.Report to the office of your faculty or graduate school

Because action must be taken to prevent the spread of infection, we ask students who fall in any of the categories in Section 1 to contact the office of the undergraduate faculty or graduate school in which they are enrolled by telephone or email (not by coming to the campus) and report on their situation no later than the next day on which the office is open after the day on which they became subject to attendance suspension.

5.Before resuming attendance

When the period of attendance suspension described in Section 2 has ended, make sure to report this to the office of the undergraduate faculty or graduate school in which you are enrolled before you resume attendance, in any case. After making this report, follow the instructions of the university.

Persons at high risk of developing a serious condition
●The aged and persons with underlying diseases/conditions such as diabetes, cardiac insufficiency, or respiratory ailments (e.g., chronic obstructive pulmonary disease (COPD)); persons undergoing artificial dialysis; and persons taking immunosuppressants, anti-cancer agents, etc.

●The term "patient (confirmed case)" indicates a person who was suspected of being infected with Covid-19 based on clinical characteristics etc. and was diagnosed as having Covid-19 through testing.
●The term "period in which a patient (confirmed case) could have infected others" indicates the period beginning two days before the patient showed symptoms suggesting infection with Covid-19, including fever as well as coughing, breathing difficulty, and other acute respiratory disease symptoms (see below), and ending with the start of the period of isolation.
*Fever, coughing, breathing difficulty, general lethargy, sore throat, runny or stuffy nose, headache, pain in joints or muscles, diarrhea, nausea, vomiting, etc.
●Persons who have been in close contact with a patient (confirmed case) are those who were in contact with such a patient during the period in which said patient could have infected others and fall in any one of the following categories.
  • Persons who lived with or were in contact with a patient (confirmed case) for a long time (e.g., in a car, train, or plane)
  • Persons who examined, nursed, or provided care for a patient (confirmed case) without proper protection against infection
  • Persons for whom it is highly possible that there was direct contact with airway (respiratory) secretory fluids, bodily fluids, or other contaminants from a patient (confirmed case)
  • Other: Persons who were in contact with a patient (confirmed case) for 15 minutes or more within a distance that was within arm's reach of the patient (about 1 meter away), without the necessary protection against infection (based on a judgment of the patient's ability to infect others, considering all relevant individual factors, including the surrounding environment and contact circumstances)

For this reason, school attendance will be suspended in any cases falling in Category A, B, or C below.
