Thorough Practice of Measures to Prevent Spread of Infection of Novel Coronavirus

Doshisha University

Under the current circumstances where the worldwide spread of the Novel Coronavirus (Covid-19) is unlikely to stop anytime soon, we need to practice the “new normal” preventing spread of infection, and to establish Doshisha as a university adapted to WITH-Corona as promptly as possible with new forms of learning and education. For this purpose, we have established the “Doshisha University Guidelines for Preventing Spread of Infection of Novel Coronavirus (Covid-19),” with which we continue to proceed with our educational and research activities.
However, in order to prevent spread of infection, each of us must think what we should do as members of the local community and take actions to prevent ourselves from becoming infected or infecting others.
 Below is the list of what we should always be cautious and practice as part of the university community and management. Please follow these guidelines in your daily life and on-campus activities.
 Conditions for suspension of attendance are subject to change depending on the situation of spread of infection in the future. Any future changes will be posted on the university’s website, so please check it regularly.


1.Thorough practice of measures to prevent spread of infection

(1)Basic infection prevention measures for each person
Three Basics
  1. keeping a physical distance
  2. wearing a mask
  3. washing hands
  • Keep a distance of 2 meters if possible (or at least 1 meter) from another person
  • Choose an outdoor rather than indoor location as much as possible when hanging out with friends
  • Avoid directly facing each other as much as possible when having a conversation
  • Wear a mask whenever you use public transportation, stay indoors or have a conversation even if you have no symptoms, and try to wear a mask when you go out
  • Wash your hands and face first when you get home, and if possible also change clothes and take a shower immediately
  • Wash your hands thoroughly with running water and soap for about 30 seconds (you may also use hand sanitizer)
Pay extra attention to your health when you meet someone at a high risk for severe illness from infection, such as an elderly person or those with chronic diseases.

(2)Basic lifestyle for daily life
  • Wash and sanitize your hands frequently
  • Practice cough etiquette thoroughly
  • Ventilate the room frequently
  • Keep a physical distance
  • Avoid the “Three Cs” (Crowded places, Close-contact settings and Closed spaces)
  • Check your body temperature and health condition every morning
    Stay home if you have fever or cold symptoms

2.Measures concerning coming to the campus

(1)Daily health management
Thoroughly practice the measures introduced in the examples of “new normal” in your daily life, and pay attention to your health status through daily body temperature check and health monitoring. If you feel unwell with symptoms such as fever and cough, see category C in (3) below and the“Flowchart of whether you are allowed to come to the campus”to decide whether you are allowed to come to the campus. If you fall under one of the categories for suspension of attendance, stay home and rest.

Attendance is suspended as Covid-19 is a Class I Infectious Disease designated in the School Health and Safety Act.
When you have healed and got permitted by a medical institution to attend school
BIt has been found out that you had contact with a person infected with Covid-19After consulting with the Covid-19 Consultation Center (hereinafter “consultation center”),
1)
if you were advised to visit a medical institution or get tested and tested negative
→For category “B”
When you got permitted by a medical institution to attend school AND 2 weeks have passed since the day you had contact with an infected person
→For category “C”
When you got permitted by a medical institution to attend school
If you tested positive, the requirement for category “A” will apply.
2)
if you were advised to stay home as a precaution instead of visiting a medical institution or getting tested
→When the period of staying home instructed by the medical institution has passed
CYou have any of the following symptoms
  1. One or more of: severe symptoms such as shortness of breath (breathing difficulty), strong feeling of tiredness (fatigue) or high fever
  2. You are likely to develop severe illnessor pregnant and have relatively mild cold-like symptoms such as fever and cough
    The elderly, those with underlying conditions such as diabetes, heart failure or respiratory disease (such as COPD) and those receiving dialysis or taking immunosuppressant or anticancer drugs
  3. You have neither of the above but:
    have persistent (4 days or more) relatively mild cold-like symptoms such as fever and cough, or
    believe the symptoms to be severe, or
    have to keep taking antipyretics
DLess than 2 weeks have passed since your arrival in Japan (regardless of presence or absence of symptoms)When 2 weeks have passed with no symptoms
If you fall under any of categories A to C within 2 weeks of arriving in Japan, the requirements for the respective categories will apply.

2.Measures concerning coming to the campus

3.How to report to the university when you are suspended from attending school and when you are released from suspension of attendance

(1)If you were advised to visit a medical institution or get tested and tested positive
1.
Report immediately to the office of your affiliated faculty or graduate school by phone or e-mail that you are suspended from attending school, along with your symptoms, course of disease, and results of consultation and diagnosis (first report).

2.
Report the following information immediately to the office of your affiliated faculty or graduate school by phone or e-mail (second report).
  • Your name
  • Your affiliated faculty or graduate school (affiliated department for faculty and staff) and student ID number (student only)
  • Date of testing positive
  • Where you are receiving care
  • Since when you have had symptoms
  • Last day you came to the campus
  • If you came to the campus during the period between two days before developing symptoms and the date of testing positive, the date you came to the campus, your activity history on campus on the day, and whether or not you met anyone
  • Your contact information including phone number
After receiving your second report, the university will contact you to confirm the details.

3.
When you have fulfilled the requirements for being released from suspension of attendance, be sure to report to the office of your affiliated faculty or graduate school by phone or e-mail before resuming attending school (final report).
Be sure to resume attending school AFTER the final report to the relevant office. DO NOT come to the campus for the purpose of the final report.
If a decision of the consultation center or a medical institution was necessary for fulfilling the requirement for being released from suspension of attendance, report the detail of the decision as well.

(2)If you were advised to visit a medical institution or get tested and tested negative
1.
Report immediately to the office of your affiliated faculty or graduate school by phone or e-mail that you are suspended from attending school, along with your symptoms, course of disease, and results of consultation and diagnosis (first report).

2.
Report the results of the test or visiting a medical institution immediately to the office of your affiliated faculty or graduate school by phone or e-mail (second report).

3.
When you have fulfilled the requirements for being released from suspension of attendance, be sure to report to the office of your affiliated faculty or graduate school by phone or e-mail before resuming attending school (final report).
Be sure to resume attending school AFTER the final report to the relevant office. DO NOT come to the campus for the purpose of the final report.
If a decision of the consultation center or a medical institution was necessary for fulfilling the requirement for being released from suspension of attendance, report the detail of the decision as well.

(3)If you were advised to stay home as a precaution instead of visiting a medical institution or getting tested
1.
Report immediately to the office of your affiliated faculty or graduate school by phone or e-mail that you are suspended from attending school, along with your symptoms, course of disease, and results of consultation and diagnosis (first report).

2.
When you have fulfilled the requirements for being released from suspension of attendance, be sure to report to the office of your affiliated faculty or graduate school* by phone or e-mail before resuming attending school (final report).
Be sure to resume attending school AFTER the final report to the relevant office. DO NOT come to the campus for the purpose of the final report.

(4)If you have recently arrived in Japan from abroad
1.
Report to the office of your affiliated faculty or graduate school on the day of arrival in Japan or by the next business day of the office (first report).

2.
If 2 weeks have passed with no symptoms, be sure to report to the office of your affiliated faculty or graduate school by phone or e-mail before resuming attending school (final report).
Be sure to resume attending school AFTER the final report to the relevant office. DO NOT come to the campus for the purpose of the final report.
If you fall under any of categories A to C above within 2 weeks of arriving in Japan, follow the steps (1) to (3) above accordingly.

*If you are a university staff member, report to the head of your department.

3.How to report to the university when you are suspended from attending school and when you are released from suspension of attendance

(1)If you were advised to visit a medical institution or get tested and tested positive
1.
Report immediately to the office of your affiliated faculty or graduate school by phone or e-mail that you are suspended from attending school, along with your symptoms, course of disease, and results of consultation and diagnosis (first report).

2.
Report the following information immediately to the office of your affiliated faculty or graduate school by phone or e-mail (second report).
  • Your name
  • Your affiliated faculty or graduate school (affiliated department for faculty and staff) and student ID number (student only)
  • Date of testing positive
  • Where you are receiving care
  • Since when you have had symptoms
  • Last day you came to the campus
  • If you came to the campus during the period between two days before developing symptoms and the date of testing positive, the date you came to the campus, your activity history on campus on the day, and whether or not you met anyone
  • Your contact information including phone number
After receiving your second report, the university will contact you to confirm the details.

(3)If you were advised to stay home as a precaution instead of visiting a medical institution or getting tested
1.
Report immediately to the office of your affiliated faculty or graduate school by phone or e-mail that you are suspended from attending school, along with your symptoms, course of disease, and results of consultation and diagnosis (first report).

When you have fulfilled the requirements for being released from suspension of attendance, be sure to report to the office of your affiliated faculty or graduate school* by phone or e-mail before resuming attending school (final report).

(4)If you have recently arrived in Japan from abroad
