Operation Standards for the Use of Indoor Sports Facilities for Curricular Activities to Prevent the Spread of Infection of the Novel Coronavirus

The following prescribes the operation standards for the Use of indoor sports facilities for curricular activities administered by the Department of Registrar of the Kyotanabe Campus, based on the “Doshisha University Guidelines for Preventing Spread of Infection of the Novel Coronavirus (COVID-19)” (hereinafter, the “Guidelines”) Persons who play the key role in organizing activities or events (e.g., curricular/extracurricular activities, campus events, functions, or academic conferences) in these facilities shall endeavor to prevent the spread of COVID-19 in accordance with the operation standards. When using an indoor sports facility for curricular activities for a class, the person in charge of the subject (as well as those who assist the instructor) shall serve as the person responsible for facility use.

1.Operation Standards for Users

(1)During Use - In General
  1. Users shall wear a mask except when doing exercise or playing sports.
  2. Users shall check their temperature when they get up to confirm that they have a normal temperature. If they fall under any of the attendance suspension criteria presented in the flowchart posted on the university’s website to determine whether or not students are allowed to come to the university, they will not be allowed to use the indoor sports facilities for curricular activities.
  3. Users shall bring alcohol disinfectant wet wipes, wet towels or a wiping cloth whenever possible.
  4. Those who use sports equipment shared by more than one person shall be sure to bring disinfectant for themselves and disinfect the equipment.
  5. Users shall strive to wash their hands and disinfect their hands with the disinfectant placed at the entrance of the facility or in other locations before entering the indoor sports facilities for curricular activities and after leaving the facilities.
  6. Users shall promptly enter and leave the indoor sports facilities for curricular activities, avoiding crowding or staying in the same place as other people.
  7. Users shall keep a distance of at least 2 m from one another whenever possible.
  8. Together with those responsible for the facility use, users shall open windows or doors at all times or at regular intervals. (Ventilate the facilities about three to four times for five to 10 minutes every 90 minutes, opening windows and doors situated diagonally from each other.) At the same time, users shall endeavor to ventilate the facilities by turning on the ventilation equipment. If it is difficult to open up the facilities sufficiently, users shall try to ventilate the facilities as much as possible by using other equipment.
  9. In principle, eating and drinking are not permitted, although drinking water is permitted if necessary.
  10. Users shall clean the equipment they have used (e.g., tables, chairs, microphones, lighting switches, door knobs, etc.) whenever possible, using alcohol disinfectant wet wipes, wet towels or a wiping cloth.
  11. After cleaning with alcohol disinfectant wet wipes, wet towels or a wiping cloth, users shall put them in a garbage bag, close it tightly, expel the air, and put the bag into an appropriate garbage bin at the university, or take it home.
  12. In locker rooms, users shall avoid crowding and refrain from speaking. After changing their clothes, they shall leave the locker room promptly without staying in the same place as other people.
  13. If users are infected with COVID-19, they shall promptly report to the office of their faculty, graduate school, etc., or those responsible for the facility use.
  14. Users shall follow the measures to prevent the spread of COVID-19 that are separately implemented according to the equipment or other factors of each facility.
  15. Users shall follow the measures to prevent the spread of COVID-19 that are separately implemented by those responsible for the facility use.
  16. Users shall not talk in a loud voice.

(2)While Doing Exercise/Playing Sports
  1. Users shall keep a sufficient distance from one another.
    1)
    Regardless of the type of exercise or sport, users shall keep an appropriate distance (*) from one another whenever possible, including while they are not doing exercise or playing sports, to prevent the spread of COVID-19.
    2)
    High-intensity exercise and sports cause players to exhale more than usual. Accordingly, while engaging in such exercise or sports, users shall keep a further distance from one another.
    (*)
    From the perspective of the prevention of infection, it is appropriate to keep a distance of at least 2 m.
  2. Positioning
    1)
    If users need to walk or run while doing exercise or playing sports, they shall position themselves in parallel with one another or in diagonal lines, if possible, rather than lining up behind each other, in order to avoid being affected by the exhalation from those in front.
  3. Users shall expel as little saliva or phlegm as possible while doing exercise or playing sports.
  4. Users shall not share towels.
  5. Users shall use their own equipment whenever possible, and shall not lend or borrow equipment.
  6. If some gear or equipment needs to be shared, users shall disinfect it appropriately and wash their hands before and after the use.
  7. When taking off their mask while doing exercise or playing sports, users shall keep a sufficient distance from one another to avoid the risk of infection.
  8. Spectators shall not cheer in a loud voice.
  9. Users shall take the necessary measures to prevent the spread of infection in line with the sport guidelines established by the national federation for the relevant sport in light of the sport’s features.

2.Operation Standards for Those Responsible for Facility Use

  1. Those responsible for the facility use shall make sure to follow the Guidelines and the operation standards at the time of reservation.
  2. Those responsible for the facility use shall appropriately encourage users to comply with “1. Operation Standards for Users.”
  3. Those responsible for the facility use shall follow “1. Operation Standards for Users.”
  4. If a student wishes to refrain from participating in exercise or sports out of concern over infection, those responsible for the facility use shall not force the student to participate, but respect his/her intention.
  5. Those responsible for the facility use shall restrict entry to the indoor sports facilities for curricular activities, if necessary, avoid crowding, ventilate the facilities or take any other actions, and appropriately encourage users to take measures to prevent COVID-19 by disinfecting their hands and wearing a mask.
  6. For ventilation, those responsible for the facility use shall open windows or doors at all times or at regular intervals. (Ventilate the facilities about three to four times for five to 10 minutes every 90 minutes, opening windows situated diagonally from each other.) At the same time, those responsible for the facility use shall endeavor to turn on the ventilation equipment. If it is difficult to open up the facilities sufficiently, those responsible for the facility use shall try to ventilate the facilities as much as possible by using other equipment.
  7. If users are infected with COVID-19, those responsible for the facility use shall promptly report the infection to the relevant departments within the university, a public health center or any other related parties.
  8. Those responsible for the facility use shall keep a list of users’ names and contact information, etc. for at least six months so that it can be submitted promptly at the request of the relevant departments within the university, a public health center or any other related parties, in order to minimize the spread of COVID-19 among users.

3.Others

  1. The operation standards shall be updated as appropriate according to the revision of the Guidelines, etc. At the time of the use of the indoor sports facilities for curricular activities, the operation standards as of the use of the facilities shall be applied.
  2. The list of contact information, etc. specified in Section 2. 8) may be submitted to a public health center or any other related parties to prevent the spread of COVID-19.
  3. If a competition is held at any of the indoor sports facilities for curricular activities, the necessary measures shall be taken with reference to the guidelines established by the national federation for the relevant sport.
  4. If an event is held at any of the indoor sports facilities for curricula activities, the necessary measures shall be taken with reference to the “Guidelines for Preventing the Spread of Infection toward Resuming Social Sports Facilities” and the “Guidelines for Preventing the Spread of Infection toward Resuming Sports Events.”
  5. The operation standards shall be administered by the Department of Registrar of the Kyotanabe Campus, the Division of Academic Affairs of the Organization for Educational Support.
  6. The operation standards shall be applied from September 21, 2020.
