 新型コロナウイルス感染者数は増加の一途をたどっており、感染拡大が深刻になっています。世界中で多くの人々が苦しんでおられる現状において、まずは、感染された方、そのご家族、関係者の方々に心よりお見舞い申し上げますとともに、困難な状況下において、社会生活を支えて下さっている方々に、心からの敬意と謝意を表します。

 1月7日に、政府より首都圏の1都3県を対象とした緊急事態宣言が発出されました。また、大阪府・京都府・兵庫県は国に対し緊急事態宣言の発令を要請しています。この要請を受けて、京阪神の2府1県にも緊急事態宣言が発令される見通しです。しかし、すでに緊急事態宣言が発出された首都圏においても、教育機関に対する休業要請は出されていません。

 教育研究活動は不要不急の事柄ではありません。同志社大学は、秋学期の授業は現状通り続けてまいりますし、秋学期末試験についても、既にお知らせしている通りで変更はありません。もちろん「同志社大学版新型コロナウイルス感染症拡大予防のためのガイドライン」に示している通り、発熱等の一定の症状がある場合は、申告により出校停止とし、また基礎疾患や持病がある等、感染した場合に重症化するリスクの高い学生に対しては、通学を強要せず受講・受験機会の確保等の配慮を行うこととしていますので、そのような場合は申し出てください。

 本学ではコロナ禍にあっても、感染症拡大予防に最大限の注意を払い、秋学期の対面授業を進めてきましたが、現在まで、本学構内の授業におけるクラスターの発生はありません。私たちはこの困難な状況下での経験から多くを学び、感染拡大予防と教育研究活動を両立させてきました。学生の皆さんと教職員の不断の努力に敬意を表し、心から感謝いたします。

 引き続き、お一人お一人が基本的な感染予防策を踏まえた適切な行動をとり、自律的に体調管理に努めてくださいますようお願いいたします。

 The spread of the Novel Coronavirus (COVID-19) infection is becoming ever more serious with the number of patients keeping increasing. At this difficult time when so many people are suffering across the world, I would firstly like to express my heartfelt sympathy and prayers to those who have unfortunately been infected, their families and friends, and my deep respect and gratitude to essential workers who dedicate themselves to keep our society safe and running.

 The Japanese government has declared a state of emergency for Tokyo and three neighboring prefectures on January 7. Governors of Osaka, Kyoto and Hyogo prefectures have also asked the national government to expand the state of emergency to include these areas in Kansai, and the government is expected to accept the request soon. However, no closure request has been issued for educational institutions so far, even in the Tokyo metropolitan areas that are already under the state of emergency.

 Educational and research activities are not something unnecessary nor non-urgent. Doshisha University will continue the current operation of Fall Semester classes, and the final examinations for the Fall Semester will be held as previously announced and with no changes. At the same time, as described in the “Doshisha University Guidelines for Preventing Spread of Infection of Novel Coronavirus (COVID-19),” those with certain symptoms such as fever are suspended from attending school upon self reporting, and the university also makes flexible arrangements for students with underlying medical conditions or chronic diseases who are at a high risk for developing severe illness from infection to be able to take class and/or exam without commuting to campus. Please contact us if you are one of such students.

 Doshisha University has been conducting face-to-face classes of the Fall Semester with utmost attention to preventing the spread of infection during this COVID-19 crisis, and fortunately no case of cluster infection has occurred in class held on campus so far. We all have learned a lot from our experience under this difficult situation, balancing between prevention of the spread of infection and continuation of our educational and research activities. I would like to express my deep respect and gratitude to all members of our university community, both students and staff, for your continued efforts.

 I sincerely ask each one of you to please continue to act carefully in accordance with basic infection prevention measures and to take good care of your own health.
