Doshisha University Action in Response to 【Novel Coronavirus Infection】(No. 25 Notice)

 The classification of Novel Coronavirus Infection (hereinafter “COVID-19”) in the Act on the Prevention of Infectious Diseases and Medical Care for Patients with Infectious Diseases (hereinafter the “Infectious Disease Act”) will be downgraded from Class II Infectious Disease to Class V Infectious Disease from May 8, 2023, unless in exceptional circumstances such as the emergence of a variant strain that differs significantly in virulence from the Omicron variant. Accordingly, COVID-19 will be addressed in an equivalent manner as with influenza (excluding avian influenza and a Novel Influenza Infection, etc.) in Class V Infectious Disease.
 Meanwhile, the Japanese government’s new guidelines regarding masks will apply to schools as of April 1.
 In response to the upcoming changes to the use of masks and the reclassification to Class V Infectious Disease, the Doshisha University Emergency Task Force has decided to take the following measures to address COVID-19 to ensure the smooth operation of curricular and extracurricular activities in the new academic year.

1.“Doshisha University Guidelines for Preventing Spread of Infection of Novel Coronavirus (COVID-19) [8th Edition]”」(hereinafter “Guidelines”) and “Guide to Preventing Spread of Infection of Novel Coronavirus (COVID-19)” will be abolished as of March 31, 2023, with the measures described in the Guidelines discontinued.

2.In accordance with the above 1, our COVID-19 measures from April 1, 2023 onwards will be as follows.
1)The “Doshisha University COVID-19 Infection Prevention Measures”will be issued on April 1, 2023, from which point students, faculty and staff are requested to act in accordance with this policy.
2)Spring 2023 semester classes will be managed according to the *“Spring 2023 Semester Classes” Students who require reasonable accommodation should consult with the Division of Student Diversity and Accessibility Support.
3)Those who are or suspected to be infected with COVID-19 shall be treated as follows.
(1)Until May 7, 2023(While COVID-19 is classified as Class II Infectious Disease in the Infectious Disease Act)
(2)From May 8, 2023 onwards(after reclassification of COVID-19 to Class V Infectious Disease in the Infectious Disease Act)
4)Regardless of whether or not it is affected by COVID-19, overseas travel shall be handled as follows.
(1)Dispatching of students to overseas shall be done according to the guidelines “Risk management for students traveling abroad.”
(2)Overseas business trips of faculty and staff to areas where the Travel Advice and Warning Level 3 / Travel Advice and Warning on Infectious Diseases Level 3 or above is issued on the “Overseas Travel Safety Information” webpage of the Ministry of Foreign Affairs shall be allowed only with the approval of the President through prescribed procedures.
(3)To those returning to or entering Japan, the university will respond appropriately in accordance with the Japanese government’s measures.

3.In accordance with the reclassification of COVID-19 to Class V Infectious Disease, the university’s Emergency Task Force that was set up to address COVID-19 matters will dissolve as of March 31, 2023. From April 1, 2023 onwards, the Risk Management Division will take charge of matters concerning prevention of spread of infectious diseases.
 However, in the event where COVID-19 gets reclassified again as Class II Infectious Disease in the Infectious Disease Act or otherwise stronger measures for infection prevention are taken by the Japanese or Kyoto prefectural government, the university will re-establish the Emergency Task Force in a prompt manner.
